Außer wenn introduces a temporal or conditional exception — 'except when' or 'unless': Das funktioniert immer, außer wenn der Server ausfällt. It differs from es sei denn (which usually follows the main clause) in that it can appear mid-sentence or at the start of an exception clause. Common in spoken and written German.
